Effective July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) introduced mandatory electronic filing requirements for imported consumer products that are subject to CPSC certification rules.
Under the new eFiling system, importers of regulated products must electronically submit required Certificate of Compliance information before the products enter U.S. commerce. The purpose of this system is to allow the CPSC and U.S. Customs and Border Protection to identify and inspect potentially unsafe or noncompliant imported products more efficiently. The rule does not create new product-testing requirements, but it changes how existing certification information must be submitted.
Products That May Be Affected
The requirement may apply to many types of consumer products, including but not limited to:
• Children’s toys, including plush dolls
• Children’s clothing and sleepwear
• Baby products, strollers, carriers, and car seats
• Children’s furniture, bedding, and bed rails
• Bicycles and bicycle helmets
• Button-cell and coin-cell batteries
• Magnets and products containing magnets
• Mattresses and mattress pads
• Carpets and rugs
• Upholstered furniture
• Clothing storage furniture
• Lighters
• Paint and surface coatings
• Other products subject to mandatory CPSC safety standards
This list is provided only as a general reference and is not exhaustive. Whether a particular product is regulated may depend on its materials, design, specifications, intended use, age classification, labeling, and other product-specific factors.
Customer Responsibility
ShopnShip Korea will not automatically restrict the purchase or shipment of products that may be subject to CPSC regulations.
However, customers who purchase or ship these products to the United States are solely responsible for:
• Determining whether the product is subject to CPSC regulations
• Confirming that all required testing and certification have been completed
• Obtaining the applicable Children’s Product Certificate or General Certificate of Conformity
• Providing accurate product descriptions, values, HS codes, and other customs information
• Ensuring that the importer completes any required CPSC eFiling procedures
• Paying any duties, inspection charges, storage fees, return costs, penalties, disposal charges, or other expenses
ShopnShip Korea is unable to determine, verify, or advise whether a specific item is subject to CPSC regulations or whether it satisfies U.S. product-safety requirements.
Products that do not meet applicable requirements may be delayed, detained, rejected, returned, confiscated, seized, destroyed, or otherwise disposed of by U.S. Customs, the CPSC, or another relevant authority.
ShopnShip Korea will not be responsible for any loss, delay, customs action, return, seizure, disposal, penalty, or additional expense resulting from the purchase or shipment of a CPSC-regulated product.
By purchasing or requesting shipment of such an item, the customer acknowledges and accepts all related customs, regulatory, financial, and shipping risks.
Temporary EMS Implementation Period
Although the CPSC eFiling requirement took effect on July 8, 2026, its application to shipments sent through EMS has reportedly been postponed until October 22, 2026.
Accordingly, EMS shipments are not expected to be subject to this particular electronic filing procedure before October 22, 2026. Customers may therefore consider EMS for shipments made during this temporary implementation period.
Please note, however, that this postponement does not exempt a product from existing CPSC safety, testing, certification, labeling, or import requirements. U.S. authorities may still inspect, detain, reject, or take other action against a noncompliant product.
